Usually images of bird formations with multiple individuals are unsatisfactory if some of their body parts over-lap. Sometimes it looks like the bird is growing another wing or an additional leg. To avoid this most photographers wait until there's blue sky between the birds before making any images. This image doesn't follow this guideline. It gets away with breaking the rule because the bird parts clearly can be associated with their rightful owners. I think this image portrays some of the crowded conditions these birds have to fly through.
